The procedures apply to concerns about the safety and welfare of children and young people up to the age of 18 years. They concern suspected abuse:
- within a child’s own family from parents, other family members or resident carers
- from people outside the immediate household, who are in regular contact with the child e.g. extended family, friends, carers, babysitters or other regular visitors;
- from those who are caring for the child outside the home, either on a residential or day care basis. Such people may share parental responsibility, or have the actual care of the child, such as teachers, residential or day care workers, child minders or foster carers, health professionals
