Duty to Refer

Summary 

1.    Any concerns that a child or unborn baby may be suffering or is likely to be suffering significant harm must be referred to Children’s Social Care.

 2.    If in doubt, discuss concerns with someone.

Anyone, including members of the public, who has concerns that a child or unborn baby may be suffering or is likely to be suffering significant harm must refer their concern to Children’s Social Care for the concerns to be investigated.

If there is any doubt about the level of significant harm and whether a referral is necessary, concerns may be discussed with, and advice sought from, colleagues, managers, a designated or named professional, or other agencies but this must never delay any emergency action needed to protect a child from harm.
